This is Buddhist philosophy. It means that anything does not exist inherently - to exist it needs the help of other secondary things.

For example a rose exists in combination of many things : our mind, sensory information and something that sends the sensory information to the mind. Moreover, everything exists at least in combination with its cause.

Thus, remove one of the thing and the thing doesn't exist. Things exist, but they exist in combination with others and not independently.

Moreover emptiness itself is a concept that needs something else to define it and thus depends on something other than itself. Thus, it is also void of "inherent existence"
