I have rather mixed views on Shamsher's character as of now.
Regarding his post, I guess the discrepancy is rather due to carelessness on the CVs part, but we can reconcile canon by guessing that he was demoted due to some reason (I've implemented this point in the story I'm currently working on 😉 ). His characterization has been more of a curiosity - in the Face Off/Trail In London series, I got a feeling that he's a somewhat insecure person who is well aware of the fact that his subordinates are, in fact, much sharper and talented than him and as such harboured some sort of jealous grudge against them. But despite this, I wouldn't say that the man would've ever went out of his way to cause them intentional harm. Most of the points he made against the ACP to Abhi-Daya, while certainly having some undercurrent of vitriol, were also logical and sensible to a good extent. His attempt to tempt Abhijeet could, though, be interpreted in both ways. I'm not sure of what to make of his last "har goli pe mera naam" dialogue.
In the recent "Lapata Bacche Ka" episode, he was portrayed more as a cynical prick who enjoyed humiliating and lambasting the team at expense of their temporary weaknesses. If they wished to have his character reconciled with the previous avatar, this should've been greatly toned down and limited to a professional clash. He's certainly an exceptionally cold rationalist, a bit too much so, as clearly demonstrated by his reaction towards the team's feelings for the baby. I'd say the DIG of the Face Off series would've discouraged them the same way, but not crossed the line and taunted his subordinates to that extent. That said, I'll personally wager for the side that he would not betray his department or let himself be bought by the enemy's blood money. He does seem to believe in extreme impersonal professionalism when it comes to the police, along with a dash of insecurity and envy to the mix. A person may be a total twerp in their behaviour, but that doesn't necessarily mean that their loyalty and morality can immediately be judged to be contingent upon that. It does show, however, that he isn't really the type to have a face-to-face with.
