My two cents :

Western countries follows Sun sign which is based on the birth date .. It has a range of dates of certain months for each sign..

Whereas we here in our place (Tamil Nadu.. could be some other places as well) follow Moon sign.. idhu eppadi calculate panraanga nu sariyaa theriyala.. must be mixture of time of birth with some other aspects..

But one thing.. ppl get confused between these two and say if their moon sign is Simmam, they literally map it to the sun sign Leo .. it needn't be like that..

So Sun sign and moon sign will be different for a person.. only for few both may fall in the same sign ..

(like me.. my Raasi is Kanni and my birthdate also falls under Virgo range)
