Yes, text says so. Satya telling Shantanu about her ambition, honestly speaking, I have never seen except Starbharat.It was all her father.

@Anu, so what do we gather from this - Kuru men had a weakness for strong women with mysterious past?

Thing is, in almost all of these, the women (or their family) made the move. It had to have been the Kuru family or at least the location that was targeted?
Any thoughts as to why?

Reason why I did that is because of Satya being married before in the Indo version. If they separated with a specific aim, she already knew what she was going to do. Whether or not she told Shanthanu or her father told him, becomes a matter of detail then. She knew and was part of the plan, in that case

How big was the Kuru Kingdom? IP was current day Delhi, no? So if the Kurus had all the neighboring regions with them - that would be the first major Kingdom any foreign invaders have to face.

Im speculating here. Can't fathom, what else could be the reason. The are was also very fertile, if that's of any importance

Anu, If she was a Matsya princess, what's the reason of her wanting to get to the Kuru throne?

2) Why couldn't they have a regular arranged marriage?

Satya ati was uparichara vasus daughter, born to apsara Adrika in her fish form...he was king of chedi...
Twins were born to the fish, of which uparichara took the male one and made him king of matsya. So actual matsya raj,...king of kingdom matsya was satyawati brother not ther father...

If we remove divinity angle looks like...king once in his forest trip made out with a fisher woman. Got her pregnant and left...she gave birth to twins...the king eventually finds out...he takes the son with him for military training...eventually the boy ends being king of a region he names matsya after his fisherman community origins

The girl stays with mother under custody of chief of fishermen...mother dies and satyawati stays on looking after the old fisherman so chief...maybe out of gratitude of him taking care of them when they were children, instead of returning to her father whose a king...

Also she smelled of fish heavily...maybe either the king or she herself is not comfortable going with him...she was dark as we'll...

That's why she asks parashara to make her sweet smelling apart from keeping her virginity intact

Is there a non divine explanation for the Satya asking Parashara to make her sweet smelling and to keep her virginity intact?

Isn't Panchali also blessed with a boon of being a virgin?

Draupadi is blessed with both...virginity n sweet-smell.
In fact, I think both Satyavati n Draupadi were also blessed with eternal youth...
