Oh let see

First go to file>>New Make it atleast 600*500 Pixels depending how much space the text will need

then go click transparent for background content by all means do not click anything else...now go to Window>>Animation Then simply type in the text..adjust the size color etc...Then go to the animation panel click on the first frame which should be the only frame there click the paper like icon on the bottom in the panel it will duplicate the layer now dont do anything to those frame>>go to layer panel select the text layer>>>right click the layer>>now click duplicate layer>>then go to the bottom of the panel there's an icon called FX meaning effects click it and then click color over lay choose the color you want dont make the two text layers the same color through>> then your done and dont forget to adjust the timing on your frames and make sure the animation repeating is on forever not once

and if you want glitter i will teach how to add that too
