I think Vali was mostly Sugreev's enemy and not Ramji's, right? Vali abducted Sugreev's wife, Ruma, so it was up to Sugreev whether he wanted to give Vali a chance to surrender. On the other hand, Ravan abducted Sita Ma, who was Ramji's wife, so it was up to Ramji to give him a second chance. Sugreev waited for years and years for Vali to surrender, or at the most return Ruma to him, while Sita Ma was in Ravan's captivity for 10 months (which is long but not as long as Ruma was in Vali's captivity). Ravan and Ram had no other confrontation before Ramji went to Lanka, while Sugreev tried many times to confront Vali and convince him to return Ruma, but in the end only got kicked out and insulted.
So when Ravan and Ram had their first confrontation, Ramji knew it was right to give him one more chance before the actual war started, since they had never exchanged messages before. On the other hand, Sugreev and Vali had many confrontations, and Sugreev begged him many times to return Ruma, but Vali refused. So Sugreev deemed that Vali did not deserve another chance when he made friends with Ramji, and I think Ramji too agreed with him. It was Sugreev's fight against Vali, not his own. He was only assisting Sugreev.😳
This is what I think....it is probably not right, so if you guys find anything amiss in my explanation, please forgive me.☺️

Both Ravan and Vaali deserved the punishment so no question of giving them the chance. When you are up to give justice, there is no scope of mercy. Ramji could have been merciful to Ravan if he was only HIS criminal. But he was criminal for the entire world and had harassed the entire world. Vaali also had harassed Sugreev and his wife so it was upto Sugreev to show mercy with Vaali (Like Yudhishthir asks Draupadi before declaring punishment for Jaydrath).

Now the question is, if Ramji had to think about justice to all then why he showed mercy with Ravan. That is also clearly told by him. Here also he thinks about the mass. He thinks that Lanka praja is innocent. When there is possibility of mass destruction as a result of the action of punishing just one evil guy, the wisdom says that he should be forgiven if he is ready to submit himself just to avoid mass destruction of innocent. If the police can get the information about many criminals through one informer criminal, that criminal will be made the witness by the police and will be forgiven. If like in the movie A Wednesday, somebody has planted bombs and asking to release a few criminals, authorities may have to compromise. That's why Ramji took that merciful decision. That way he followed his personal nature of mercy also and gave a final chance to Ravan to follow his OWN duty towards his innocent public which was actually not Ramji's responsibility but for the sake of greatest cause of humanity. And due to the rejection of Ravan, the earth was freed from the burden of many other evils all at once. There was no such case while killing Vaali. This is my interpretation. I might edit this post later for its perfection as currently writing in hurry. I will let you know if I will edit.

Wow, never thought about this point, Shivang!😲 You are very true, esp about the point of giving the criminal a second chance for the sake of the greater mass.👏👏👏 There was no war with Vali, so Kishkindha people were not at risk, but Lanka's people were, so it was right of Ramji to give Ravan a second chance. Great point!👏

Thanks a lot Lalitha. But your point of Sugreev's choice to show mercy was also very very true.👏 Ramji had to give Sugreev the justice. And here against Ravan also, although he was fighting for his personal cause for his wife, he had to give justice to lots of saints and devatas and navgrah but for the risky situation. Even his army of monkeys was also at sacrifice leave aside the Lanka praja which entirely may not be innocent being willingly under shelter of the evil king for many years and to bear their own chosen fate and king's fate. I just added what was mentioned in the dialog of the serial and nothing mine actually. But so is the wisdom of Shaastras. Mathematics. Total of all pluses and minuses and outcome should be positive. Whichever is greater dharma at any particular situation is to be chosen. Like Dronacharya's death. You have to weigh the positive and negative outcomes of an action. If the outcomes are more good than evil for more number of people, the action automatically becomes ethical. End justifies the means here in this sense. "Everything is fair in love and war" but that statement should be taken as - "Everything is fair in war IF YOU ARE FIGHTING FOR THE GREATEST CAUSE FOR THE GREATEST MASS AND NOT FOR PERSONAL CAUSE" and "Everything is fair in love IF THAT LOVE IS TRUE LOVE AND NOT PASSION TO GAIN BUT TO GIVE ONLY". Same thing is taught in the studies subject of ETHICS. We have TELEOLOGICAL THEORY of ethics also called CONSEQUENTIAL THEORY of ethics. To judge any action (Shikhandi, Naro va kunjaro va.....), list out its positive consequences (what and to whom and to how many people) and list out its negative consequences (what and to whom and to how many people). Then total them out with proper weights. The quantity and quality of the answer decides the overall judgement whether the action is ethical or not. If the final outcome is positive - the victory of dharma, then all pluses and minuses inside - sacrifices (Abhimanyu and Ghatotkach) and compromises (Bhishma, Drona, Karna) become the means to achieve the dhaarmik end.
