Sufism emphasizes on humanity, beside the love for God...It was a contemporary of Bhakti movement in Hinduism and hence both have created some finest poetry and music in praise of God, as it is natural. Sufi music is always spellbinding and this explains a bit about presence of some classical as well as light music in the Serial. The title song itself is apparently the same component.
Saba's peaceful heart is what we had felt previously. Arfeen's lifelong unhappiness can not go unnoticed by Saba, when she had watched him for so many years at such a close quarter. Here, your take on her Sufism explains a bit on why she had refrained from revealing herself. And that is why we felt she had sent Sara to Arfeen, with some intention to assuage some of his grief, as she is sending to him a part of her own. Besides, she knew and love Haider as a good person...But Sara is hell bent on overthrowing her kind plans.

That would mean a kind of condescension on Saba's part and would be totally out of character. I think she sent her daughter to him because she knew he was a good man and trusted that he wont make the same mistake again.Of course that's my POV ...... you could be right too.
These utterances from Arfeen, after Sara had joined his household…
1. " iske pahele is ghar me koi beti thi hi nahi…"
2. "Aska tum samazti ho Saba ne Sara ko sirf rahene ke liye bhaija he mere paas?"
3. "bahut khush hun me aaj ,Sara beta…tumhe meri khushi ka andaja nahin he."
It was clear that years after, he had found some peace-assuaged…receiving the final proof of Saba's Trust (as you rightly point out)… and a representative of her essence, at least to him. And sensitive, intelligent lady that Saba was, this fall out can not be entirely out of her perception while she is sending her to him. Besides, she could as well have sent her to her own family if ONLY Sara's welfare was in her mind…and here, if she had expressly forbidden that arrangement, it had to have other reason, something like arming Arfeen with a kind of her own will against an inevitable interference from her own family, and not something like continuation of her own indictment on her own family… even after her death. If that scenario were true then that 'indictment' does not fit with her character, a Sufi by heart, and then we are disappointed in her continued distrust/grudge to her own family when they had admitted/repented their own misjudgment.
Hence I take her last letter as an act of a practical arrangement from a departing, concerned parent as well as a subconscious act of reconciliation-A kindness, perhaps not entirely free of condescension. But then of course we might be missing some finer points…Coming episodes may shade more lights or may not…after all this is a fiction….product of an author's imagination…

Had to add wife's view... Previously she had condoned my some what romantic take on Saba's intention…but she points out…director's silence on any such intention on Saba's part should check this interpretation….she means… this serial has established custom of clearly showing important deliberations of characters with use of a soliloquy … so far director hasn't put any such scene of Saba, supporting my take…a very plausible sequence, if author had meant such a scenario. So her entrustment may be viewed as a simple handing over to the person, she trusts and considers closest. Or we should wait for clearer hints…though, I am sticking to my view, at least, Arfeen's stern reminder to Aska, had this overtone.
