I think it is Dharma. For several reasons.
Firstly I think this will a turning point for Ashoka. I think he will become ruthless and will become a follower of hingsa after this... After such a shock.
Also, dharma did die soon. Like otherwise how will the story move further. Although now Chanakya will have a tough time proving that Ashoka is Bindusars son.

It will not be Dharma if they go by history. As per history Dharma died after
Ashoka was married to Devi and she was staying with pregnant Devi in Ujjain and Sushim came to kill Devi but Devi was saved by Dharma and she died instead and its believed that Ashoka got so enraged after this and became very cruel and later also killed his brothers ruthlessly to ascend the throne. Sushim wanted to kill Devi as it was forecast that her son will conquer Ceylon and Sushim didn't want Devi to give birth to a son who will fulfill that prophecy. Ashoka also had a younger real brother called Vitta Ashoka so Bindusar and Dharma should have a reconciliation.

Yup, that's what history says.
@ TM, that can't be Dharma if it goes by what happened. But you never know what CVs are thinking, their "Natakiya rupantaran".
