From what I remember there was no 1 big bad guy. It was random ISI agents chasing after Tiger and Zoya who were on the run.

Not ISI..in fact it was that old guy who was running RAW who ordered tiger to be killed since he ran away with an ISI agent zoya and he knows way too much to be kept alive

The only thing I remember from this ghatiya film is the villain, and that is - Buffalo. Buffalo betrays his country for some ass, says it all.
