India gross: 8 crore 18 lakh

If it made almost DOUBLE of its total budget, than HOW ON EARTH it is a flop?

Based on my very limited knowledge, it also depends on how much was that movie sold to the exhibitors for - if exhibitors do not recover their costs, its considered a flop

If you could somehow find the price for which exhibitors bought the movie, that would help
