The point now is not whether any government has done enough for the KP or not. No KP in their right mind would want to go back to Kashmir now. Heck, even educated Kashmiri Muslims don't want to live in Kashmir anymore. There are no jobs and because of the recurrent terrorism, tourism is also not stable. KP are doing very well outside of Kashmir and they will be in no mood to give away 30 years of rebuilding their lives for nostalgia or nationalism.
But like anyone, who has been denied justice and has had their lives taken away, they would want their truth to be told to the world and acknowledged. And I believe, movies like Kashmir Files are an attempt in that direction. And when such a film gets the approval of GOI, it also officially acknowledges what happened to the KP's in the Genocide.
If a pan Indian journalist like Barkha Dutt can make a statement that the genocide happened because KP were taking away jobs from Kashmiri Muslims, why can't a film maker show that indeed, Kashmiri Muslims slaughtered and drove away Kashmiri Hindus and got away with it?
All the previous non-congress governments in India were barely functioning units. The last thing one would expect from them is touching the Kashmir issue, which has always been so sensitive. If not for the Indian Army, Kashmir would pretty much have become a part of Pakistan by now.
The BJP led government did revoke article 370, something that a lot of KP groups have been demanding since 1990.
