Why is Mumbai police continuing to investigate?

Supreme court has said that Mumbai police has not really investigated anything so isn't that enough of an insult? What are they doing at Sushant's residence?

Looks like CBI is not only trying to recreate the crime scene and re-examine these people, but also cross-examine and corroborate the statements.
