By partying I meant clubs and bars. Most places don't allow under 18 or 21 depending on the place but with fake IDs anything in possible. So I guess he's implying in a funny way that she can do all that legally.
I've used fake ids so many times to get into clubs when I was younger... it's almost a normal thing in USA and even England.
