No. Picking on some poor guy who is just trying to earn his livelihood isn't right. And it doesn't matter what size he is since he is in a position of authority and abusing it. The guy isn't keeping quiet because he is scared of Saif. He's keeping quiet and gulping his pride because he doesn't want his kids to sleep hungry tonight. And no it doesn't matter who it is but it's just wrong. I personally saw this at a hair salon in India. While I was getting my hair cut done a small boy who was 7-9 was selling tea. The people waiting in the saloon drank his tea and was jokingly abuse his mom and twist his hand. They thought it was funny but it wasnt they were just picking on some small kid as some sick joke. When I turned around and told them to stop bothering him they stopped at once.
