I've heard "off-shoulder" dresses, never heard cold shoulder, only heard about giving cold shoulder

and experienced it too several times unfortunately :)

Yes, same. I have heard of giving someone the cold shoulder, which basically means disregarding them. Heard of off shoulder and one shoulder dresses, not cold shoulder 😛
