Akshay has the most number of hits amongst all actors active today. In fact, by the end of their careers (as leads), Akshay might have a healthy lead over the Khans. But that doesn't make him a bigger star or draw than the Khans - because those Khans have delivered monumental hits.
With Varun, the case is the same. He's been here for five years now. In their first five years, Sanju, Sunny, Anil, Jackie, Govinda, Salman, SRK, Aamir, Akshay, Ajay, Hrithik, etc. had all delivered blockbusters or huge grossers. Not to undermine Varun's super successes. That said, the benchmark is those big hits.
Varun hasn't given a big hit like YJHD. In fact, Ranbir is among the few actors whose film has notched 2+ crores footfalls. Varun's best, so far, is Dilwale.

You're talking as if Ranveer or Ranbir have deleivered amongst top grossers of the year. YJHD and Bajirao did score big on excellent WOM especially the later one.
Indeed Varun has to deliver a blockbuster but also needs to continue that BO pull and success ratio balanced. YJHD onwards Ranbir delivered 3 tragic flops and possibly a biggest disaster of all time. Bombay Velvet lifetime collection was few cr ahead YJHD's opening day. Also to note YJHD came in 7th year for Ranbir. Same applies for Bajirao, with great WOM he got his big grosser but that's got movie had amazing war scenes and well mounted sets. If you take them out of movie, it'd lose people's interest. Bigger the budget was, grander the sets was, better the collections was. Despite grossing 180cr the movie still was declared hit.
As for Varun - his films don't always carry best WOM but manages a hit due to opening day and weekend. Which tells much about his starpower. Constancy is important for a star to be proven better over others. I mean if you're talking about delivering blockbusters then sure ARK also delivered Aashiqui 2 😆
