Also, it's not like Canada offered anything on their own. I doubt immigration Canada had even heard of him. Its a general rule that anyone making investment over a million dollars or so is eligible for Permanent Residence. A lot of rich people over the world use this route to settle in Canada or other developed countries.
So basically the point I am trying to make is that Akshay intentionally applied for permanent residence by promising the investment he will make in Canada. Once he got the permanent resident status, he ensured that he signed a few flms that were to be shot in Canada (or he might have suggested the shoot location to the producers) so that he can spend a certain number of months in Canada every year for a couple of years and then he was eligible fot the citizenship. It was a total planned and deliberate move on his part and not something that the government offered him.
Why would a developed country's government go about offering citizenship to some developing country's actors for no rhyme or reason.
