It seems those days it was ALL favoritism. Snubbing Kishore for National Award could not lessen his talent nor popularity. He is still remembered and regarded a the greatest singers of all time. He will remain a bright star.

^^From that era, almost every other talent from the field of music has received either a National Award or a Padma honour (or both). Kishore Kumar is the only singer who was immensely popular and gifted, yet did not receive either of these two honours.

Guys, I just found this argument on google groups... Apparently, according to some of the commentors on the page, Kishore Kumar was on the wrong side of the government so that is why he could've been denied a NA😕

Reminds me of how Janaki refused the offer of Padma Bhushan because she felt she was not recognised, and the honour was done way too late, she is such an immensely talented singer.

Anyway, on that page, there's also an argument that National Awards were given to songs that were mostly of semi-classical nature... is that true??

True.
But at least in the case of the Padma honours and National Awards, most winners are actually deserving, not just winning because of the box office success of the concerned films or star power.
