He is popular because of that Soap Opera he was on that was televised in Pakistan and India. That is how people know him and Karan Johar and media are trying to make money off his fanbase by putting him in films.
Otherwise there is better looking and more talented actors.
They are just not getting the backing and hyped by the media like Fawad.
It wasn't a soap opera, but a drama of 26 episodes. Also it would be faulty to equate Pak TV with Indian TV, just like one can't equate Bollywood with Pak movies. They r totally different.
The craze that TV stars of Indian soaps have is coz of the characters they portrayed which coz of being a soap, is shown in exaggerated manner, with overdose of manufactured romance and chemistry over a long period of time, which end up making a grp of unbelievable fan girls!
Pak dramas r limited and yes Fawad gained major popularity after his show ZGH aired in India, but that was over in a month, unlike soaps that go on for years. He showed his acting capability in other dramas too and obviously the characters wld be different and hence ppl got to see his versatility and acting too.
Also der r so many other Pak dramas that r being aired and liked and many other Pak actors r gaining fans in India, but no one is anywhere near Fawad.
