Kareena hasn't rejected Section 84.
Watch her Bollywood Hungama Interview, she hinted that it will probably release in 2016, but only when Faridoon probed her for full confirmed details did she say that we are taking one more narration and it's pre-production.

As much as I want to see her and Sid in a movie, I hope the role of Ram doesn't go to Sid. I hope no Rohit Shetty movie ever goes to Sid.
