Most of the actresses look beautiful in young age. Coz of fillers n surgeries, they look so different from what they actually looked when they were young.

Anyway, my choices are

Meenakshi Sheshadri
Divya Bharti
Sonali Bhendre
Kajol ( i love her face)
Sushmita Sen

PC was cute earlier, how i wish she wouldn't have gone through those surgeries.

In present lot, i like Kriti Sanon n Alia...hope they don't go for any fillers or surgeries .

Madhubala (though I watched only Mughal e Azam from her movies, her grace and beauty mesmerizes me everytime in Pyaar kiya to darna kya. Her expressions purely defines seduction ! ), Kajol, she still is so stunning and her eyes shape and eyebrows are *_* and ultimately Aish !

I think Madhubala. Those days, with minimal makeup, no surgeries, no Photoshop, coventional cameras, the lady managed to look terribly beautiful.
As per options, its Aishwarya and then Priyanka.

If OP meanS the most beautiful actress EVER as in of ALL TIME...then its a toss up between Madhubala and Waheeda...the 2 most beautiful actresses of yesteryears.

But if its for recent actresses then its either Madhuri or Aishwarya:
