NH 10 had a poor opening of 10-15% and is dependent on the evening shows to give it some sort of decent platform to make improvement from on Saturday. The opening was a bit better at some theatres in South Delhi but overall NCR which is probably its best target market was poor with Noida, Ghaziabad and Faridabad all very low..
The film has a low budget of just 12 crore but a 9 crore spend on P & A and it is this which may prove costly for the film. A huge chunk of this 9 crore goes to create that awareness for a better initial but the film would not have opened much lower even if the spend was just half of that 9 crore.
The film will need a huge jump on Saturday and a strong hold on Monday to have any chance of a decent run at the box office

I think they mean the film was made in 12crores of which around 9crores went into promotion. Hopefully the film will pick up n apparently it has a 3week straight run if it does.
