I remember Uma Bharti creating news for banning cow-slaughter/beef in MP. That means those days there were still a few states (Not talking about 7 Sisters here) where beef wasn't banned.

Key is that beef comprises of not just cow but other cattle like buffalo/bullock (for e.g., a lot of the beef sold in Kerala is actually buffalo meat though in english I rarely see that differentiation being made as everything is beef)..

Even now there are states that can slaughter cattle other than cows though cow slaughter is banned there.. Another aspect of the recent Maharashtra beef ban is that bulls, bullocks have also been added to the list of 'not-for-slaughter' together with the no-sale rule.. I think this was what Uma Bharati fought for (successfully) plus I think Gujarat has also already implemented.

A very big irony is that India is one of the top 2 beef exporters..
