Commercially- maybe; However wants to see the movie will. Some people might get sick of seeing it everywhere, but it doesn't stop everyone. Also, overpromotion adds to the production cost, which might make it higher for the film to achieve a hit status.
Critically- yes; The more a film is promoted, the higher the expectations are, and most of the time films that are promoted so much don't live up to the expectations.

For one to realize it does live up to the expectation, they have to go watch the film. That would ensure the film keeps grossing. They might hate it, but film will earn enough by then.

Ra 1 flopped due to the huge budget. Had it been made with about 40-50 crore, it would have been a sure shot hit.

public opinions-some may discourage other to watch it

I don't think promotions have to do anything with the faliure of a movie...If the movie is good it will succeed...no matter what...If anything promotions make people go and watch the movie...If the movie is not good ...its going to recieve flak anyways...
