Even if you delete PMs in your inbox, they are always there in your outbox. A GM or admin has access to everyone's accounts. Lower level mods...such as viewbies...can go into accounts to change offensive signatures etc. A GM (I am not 100% sure) and admin can check accounts. If they have changed the rules now, I do not know.
