I think Shahid would do well in the role, i'm not sure about the acting, but he has the right round face to pull of the face. Chhota Rajan does look a bit like a bad looking version of Shahid.

I guess even if Kareena wants to pull him off the film (which is kind of understandable, cos who wants to work with their ex) the directors an producers of the film will know whom to take to make their film a success.
