In India once the FIR is lodged and warrant is issued, you are arrested first and then you can ask for a lawyer later, I think so. In other countries like in States, you have to bring in the suspect first for an interview, with a lawyer present and what you said...
Some of these laws were made since it was required at a particular point of time. But laws are misused by many.
Today if a bahu goes and file one complaint against the in laws, the whole khandaan is arrested - put in jail and then they have to prove their innocence. These laws were/are required due to atrocity many women have to go through but that is not to say people are not misusing it.
