If a captain hasn't worked in so many seasons, it's also never happened that the HMs have gone on such a ridiculous strike. Captain is meant to keep the house under control. Gautam didn't want to use Ali's strategy as captain and create more "chaos" (or atleast give ppl more of a chance to target him). His aim was to knock some sense into them and which is why he said inko Sharm ayegi if puneet works and cleans the garden
