No they couldn't have because they had already removed all hurdles on her way by then!

It isn't rocket science that Rubina was fixed right from the word go.

If things don't go according to BB's narrative they'd get rid of whoever by hook or crook, throwing in whatever twists they need to no matter how much of a big fan base they have.
