Actually "namard" is close to Eunuch if not the same. Literally namard just means "non-male". So Rashmi herself is namard, being a female LOL! But the usage is for impotent, as you said.
Eunuch means a castrated male. A castrated male is impotent.
Transgender is completely different.
Transgender is a person who identifies with a gender other than their biological sex. So if a biological male dresses and acts like a female and identifies as a female, is a trangender. Or a biological female who identifies as a male.
I don't know what Rashmi said, but just clarifying the meanings and confusion.
