It depends on each one's perspective.
I repeat again- for Anandi love and physical intimacy go together.
She may have liked him respected him and probably even felt attracted to him but she fell in love only much later after her marriage and that's when she gave herself upto him completely.Getting attracted and wanting to give yourself completely to another person are two different things.
Shiv also got attracted to her at first sight but he gave in to his feelings only once he got to know her.He also took his time to actually fall in love withe her.
He knew very well she is forcing herself to marry him.She told him bluntly that if it were left to her she would never marry again in her life.
She is only asking him to marry her because of the promise she made to her dying mother.
If anyone asks why is it so important to fulfill the promise that is made to one's dying mother I don't know the answer for it but all I know it is so important and it is the only way to show how much you care for your mother and you know that your mother asked it of you because she thought it was the best for you even if you cannot see any merit in it you feel compelled to do it.
She clearly put all the things before him when she proposed.It was his call to accept or reject.He knew if it had not been for her mother she would not agree to marry him so he accepted it because he wanted to marry her knowing fully well that she is not ready for it and she may never be ready for it.When he accepted the proposal he knew very well that there is a possibility of his love will never be reciprocated.Yet he took her on.So it is better this question be addressed to Shiv.

Only when she started loving him that his family became her own and she showed her love not only through physical intimacy but also by taking care of his family and caring for his family in the same way he cares for them.His parents became her parents his siblings became her siblings and that's the reason why she reached out to Sanchi despite being insulted by her so many times because she never saw her as paraya but her own sister.She never took offence to his mother's insults even if her words hurt her because she felt she was her mother too.Agreed there were a few bad judgements but their pain was her pain her happiness lay in their happiness.
This is what love is for Anandi and only if she can feel and do all this will she consider herself as loving someone.

To appreciate the difference in Anandi's love for Shiv one should see Gauri's love for Jagya and Sanchi's love for Jagya.Sanchi wanted Jagya but not his family Gauri loved Jagya but closed her to his faults and their marriage did not survive because they couldn't accept each other completely nor they could not give themselves up to the other person completely.
