sorry for the late post but am not clear as to why Kuku placed transmitters in all their houses? I mean why did she start suspecting the residents of Sunshine colony in the first pace? the Rann Utsav sequence happened after she left, right?

I too was wondering the same.

Probably because ojha is a lookalike of gullu bha and someone from the police might have seen him in mumbai and might have thought that gullu bha is staying in sunshine colony as muralidhar ojha.So they sent kuku to fit the transmitters in every house in the colony to gather proofs and information about gullu bha.They wanted to know whether gullu bha is indeed staying in the colony.Unka shaque sahi nikla when they heard the ojha's conversation and that's why they arrested him.
