You are right! If we remove the divine part, then, yes, he dressed up as a woman and enjoyed it thoroughly. This shows his zeal for life and it makes him even more attractive. Here, he qualifies as a transvestite.
Also, I would still see it more with the divinity aspect of Urvashi's curse because that is how the story is narrated. Though I find my mind in the plasmic realm while trying to understand these things. Perhaps, this is how the life is with no clear binaries but various shades of grey.
