Ri, I believe this is what you're looking for. In the picspam you posted they've done everything patiently and I was in a rush.

I begin with this image

and end up with this

Step 1 - Brightness +30, Contrast +10 (opacity around 22%)

Step 2: Gradient fill layer - black and white gradient, Scale 135%. Set layer to soft light, opacity 10%.

Step 3: Create a new layer. Pick a soft round brush. Around 180 px. Opacity around 18%. Brush everywhere except your focus. For me I'm gonna brush everywhere except Harry's face.

Step 4: Gradient Map. I'm using a darker blue (101a59) to lighter blue(dae4f7). Soft light, opacity at 50%.

Step 5: Gradient Map again. Dark pink (8a052e) to light pink ( f5daf6). Soft light 72%.

Step 6: Channel Mixer. Settings:

Step 7: Vibrace and Saturation, set vibrance to 100%. Set layer to color, opacity 75%.If you need more vibrance, duplicate the vibrance layer and play with the opacity till your image becomes vibrant.

This is what I have so far

Step 8: Brightness/Contrast, brightness 3, contrast 25. (if your image is dark increase the brightness.

Step 9: Color Balance, following settings

Step 10: Ctrl+Shift+Alt+E (merge all layers into new layer) Duplicate the merged layer set it to soft light, opacity 10%. (opactiy depends on your image)

Step 11: (optional - depends on your image)

For me I'm gonna add a channel mixer. Set opacity to 25%. (you can add a vibrance or anything you please)

This is how my image looks

Step 12: New layer, color is light gray. Select a soft round brush,around 200px opacity 15% I'm gonna add it below harry's face. (normal blending mode)

Again a new layer, I'm gonna use the same color, smaller size I'm gonna use it over harry's face (set layer to hard light 42%).

Step 13: New layer, soft round brush, around 266px opacity 20%. I'm gonna pick an orange color and apply it to the bottom right.

Step 14: New layer, same brush settings, gonna pick a purple color (8e00500) add it to bottom left.

Just do that as many times as you please, keep adding colors of you want more. But please don't overdo it 😆

Step 15: Merge all layers. (Ctrl+Shift+Alt+E) . Duplicate the merged layer set it to soft light, opacity 20%.

In those pics Step 13 and 14 are done with different colors at different positions. I'm too lazy to do more. 🤣

Optional, merge all layers, sharpen. Erase everything except the face in the layer using a soft round brush.

P.S I learnt this technique from somewhere in a blog (don't know if it was tumblr or livejournal) a long time ago. I don't remember the exact settings but it was almost like this. So basically you'll get the idea and you can built around it.

Yup it's possible to apply the same effect on gifs. But the quality of the gif would depend on the video and all that. Since it's a loud effect it could make the gif noisy.
