For the Black border : Make a new Layer. Select the part you want to black with 'Rectangular Marquee Tool' after that go to 'Image' ---> 'Adjustements' ---> 'Solid Color'. Select the color you want and click to ok. You can change the size of the black part anytime.

For the Sparkling Effect : You can find some Textures on deviantart. Go to deviantart.com and search for 'Bokeh Textures' or 'Light Textures' you will find many great Textures which you can add to your siggie.

How to use the Textures : Put the Textures on top of your siggie and then select 'Lighten'.
