^^ Meenu if you don't have topaz don't worry you can get the same effect with the process that Pizza showed to you.

sharpen it

apply Stylize > Diffuse, select the Anisotropic option" and press okay

Topaz it's plug in which gives you more filters.

Like cartoons, sharpening and many other effects.

You can download it and add it in PS.

Gradient tool.

You can use it in many way.

I use it to add gradient in my banners or to marge pics.

check this tut of mine it tells you how to use it to marge pics.

You can use it to delete things

You can use as brush, eg, you can download some flower brushes from a site, like Deviantart and then load them in your PS and then selecting the flower brush from the brush set you can designs flowers on your banners, make flower tags and so on.

@Cortana: Once i read your post on how to adjust two picture that have two different lights, one dark and one lighter. Well i don't know what others do, but when i apply filters with the help of the brush tool i reduce the effect on the picture which is already clear and bright and i add gradient to make them look alike. Even Photo Filter works good.

In the following Siggy I had applied different filters and gradients to make Arnav and Khushi look the same. Arnav's face was darken then Khushi's one. In few filters i deleted or faded the effect from Khushi's face to make them look of the same color and brightness.

Applying gradient helps a lot too.
