Go to rectangular marque tool.. right click.. you will see a circular marque option.. click it.. Drag it on your pic in whichever region you want..
Then go to refine edge..You will have options like smooth, feather contrast etc..Adjust them to your preference and down you will have mask options.. set it to new layer with layer mask..And tada.. you have circular crop pic

Arey yaar.. This is CS6..I have CS6.. Which does not timeline animation.. Naz gave link for cs5 extended which full version is not opening by which I mean there is no timeline or mini bridge in preference..
