Let me see i got what you want
In the same convas you want one animated and one not animated icon
Am I right?

Its simple first put the animated icon in the new convas or document
When you are done with all the adjustments add the not animated icon in it
Keep selected all the frames of the timeline bar while you are adding and adjusting the not animated icon in this way you will have the same adjustments in all the frames
If you are not able to see the not animated icon in the other frames except for the first one
Then select all the frames and click on the little eye near the layer of the not animated icon two times
I siggest you to do this before you start working on it, as soon as you add it do this
Because sometimes the other frames doesn't "learn" that another layer has been added.

You don't need to duplicated the not animated icon, just makebsure it is visible in all the frames and your work is done.
