when i use a PSD on gif

in the time bar i select all the fames then i go on the psd that i want to use and i drag it on gif and the effect it's applied to all the frames

or you can first change to timeline animation

then select all layers and then go to filter and convert for smart filter

once done that aplly your PSD on top of it and done
