it is same as texts..

create a new layer...place ur brush...use any color..coz it wont matter n the final color shld be of ur gradient overlay

select layer and go to blending options-->apply stroke-->white color size 2

also apply gradient overlay-->use ur fav gradient-->i here used blue-black combination and set the angle -90

duplicate the layer-->select layer 2 and go to blending options-->apply drop shadow-->and also change the angle of the gradient 90

then go to ur animation window-->duplicate the frame-->n in the first frame->select layer 1 only n remove the eye from layer 2

and in second frame-->select layer 2 only n remove the eye from layer 1

and then select all frames in aniamtion window->set the tymings to 0.03 and select forever

then save it as save for gifs
