Using sharpen filter after applying .psd gives a nice finishing touch and helps highlighting image details. Using sharpen filters before .psd at times lead to rough edges. So if you want to sharpen before applying psd, copy your image layer and sharpen it. Then add .psd and change copied layer's opacity to optimum. If it looks nice, let it be. If less sharp, sharpen some more or increase opacity. Like that.
Blur effects work best either way. Use gaussian blur both above and below the .psd, see the difference and use it accordingly.
Text looks best when added above .psd group; it's prone to quality deterioration below it.
If you want to add more than one effects, do that to different layers. Add an effect to layer 1; copy it and add second effect to the copy and so on.
Keeping copy layers allow you to play with opacity freely. Take care of opacity, blend modes, radius, amount of things/effects. That's it. Good luck!
