someone had asked me how to give a border like this...
Step 1 : open ur siggy/pic in photoshop...
Step 2 : then create a rectangle using Rectangular Marquee tool..
this one 
Step 4:Go to menu-->Select-->Inverse-->Press Delete
Then u'll get something like this...
Step 4:Again Go to Select--->Inverse...
Step 5:Click Shift+q to create a mask around it...
then u'll get something like this...
Step 6:Go to Filter-->Brush Strokes-->Spatter-->Set the spray radius to 20(u can adjust this by ur requirements) and smoothness to 10..
Now you shld've something like this...
Step 7: then Click Shift+q to remove the mask from your siggy...
u'll get something like this...
Step 8: then Go to Modify-->Contrast-->set it as 3(u can change this according to ur requirements..i usually use 3 or 4->press OK
now u shld've something liek this...
Step 9: then go to Select-->Inverse-->Press Delete
U r almost done..press Ctrl+D to deselect the selection..
NB:if u want u can do one more step according to the style of ur siggy...
Step 10 : blending options-->Inner shadow-->blend mode:darken-->n set the color to some brownish red and angle 125...distance : 0 , choke:12 ,size 13
Step 10: save it as .png..
this is ur final result including step 10...
