Most of the users use Photoshop for everything.
My friend told me once about posters' gifs.I will ask her about that in detail.
If you want to make siggies like the one,you have given as an example then all you have to do is , make a siggie and then using easer or magic tool,cut out a part of it(where you want to add your gif) then open your animation box and after looking at the number of your gifs' frames , increase the number of the frames (of your siggie).And then put your siggie above the gif.
