Hey.😊
Which software you are using?
If you are using Adobe Photoshop.
Select the photo.
In the upper total-left you will see tabs like File>Edit>Image>
RIGHT click IMAGE.
When you click Image , few options will be seen.One would be Image Size and below it will be canvas size..
Click Image Size..write the appropriate size you want to small the picture and its done.😊

Well if you know how to make siggies in Photoshop, then it should not have been a problem, because in avis also, you need to put the effects in the same way, the only diffrence is that you have to make sure that all your layers should not be merged in one.

For the effects problem, you did interpret that worng.

Your FIRST frame should be selected & NOT the last frame. Also, click on that small arrow on the animation box & make sure 'New Layers Visible In All Frames' is checked IN (It should HAVE the tick in front of it).

Hope now you get it..!😳
