Whn a person has written " new raster layer and Fill it with the color #2FD9FD" Wht am i suppose to do then and how???

I use PS, plzzz help.

here is wot u shud do..
new raster layer means create new layer .. i m sure u know hw to do it .. and den go to the color picker .. den copy the color code "#2FD9FD" dun copy this "#" and den paste it in a bar that has same kind ov codes and paste it there.. den clik ok and select paint bucket tool and go to ur raster or vector board and clik and u will see that the whole siggy will b colored by that color..

I made this like long time ago..so dunnt remmeber how I did it...But I think what I did was, I made the avi first and put the texture on top of the avi and then I lighten the texture so that I can see the avi and erased the middle part...cuz I only want the avi in the middle to be shown? I hope it make sense? sorry...i suck at tutorial..If you have any more question? u can PM me? and one thing, I use photoshop;)
