I have tried a tut on color n blury effect...
hope that help some siggy makers=)

this is a Adoba photoshop 6.0 tut it works on any photoshop version but not sure about PSP

*Fliter-blur-smart blur
Radius: 34,7
Treshold: 26,7

n than

*Fliter-render-lighting effects
Narrow -100
Shiny: 100
Metalic: 100
positive: 43

*layer-new fil layer-gradient
mode: soft light
clic on gradient n u come to gradient editor...u can choose the gradient u like best...
n u will get u are result...
