Answering the questions...

First, lamia is a creature described in Greek mythology.

Second, They are not in Rajangar. They are in different area. The Lamia, Sakshi experienced was from Rajangar. This Lamia has been made by Banshee in the jungle described in the story.

Third, Lamia is a curse. It didn't ate up the doll cause it still had some motherly instinct left. She became Lamia because Banshee made her eat her children's meat. Not because she choose to do so.

Fourth, the villegers are gone. There is no village now let alone any residents.
