Now, as for your dhamkedaar opening, please remember one thing, the security at 7-9, Race Course Road, New Delhi, which is the PM's residence, is VERY tight. I know this from personal experience, as I have been there for official meetings. The report is 5 years old, and my son is now 28 and I have retired, but the rest is all ok!
Also, I am sure you will be updating this tantalising tale regularly, which is a must for thrillers, as otherwise you will lose the thread. It might be difficult, given that I am sure you have much else on your plate, but do try. I have been looking for updates to Ivre's thriller for well over a month in vain!
It might be best to work out the whole plot in outline right at the beginning and flesh out the details as you go along, for this way you can iron out all the inconsistencies right at the start, and not have them pop out at you midway, when you cannot fix them. I am sure you will do just fine.
