Yes in sad environment people does not play Holi in grand way but people do basic ritual like holika Pooja applying color to lord Krishna and play sukhi Holi
I never heard anywhere people don't play Holi at all just because they are sad
It is believe that playing not at all consider as inauspicious
And usually in our side when there is death in family then some relative come to that house where death happen they come and play dholak during Holi to remove gami( sadness ) in Holi only Dholak is play to remove gami from that house where death happen
And in diwali to in sad environment we don't burst cracker or put jhaalar but still we do basic ritual like light diya in front of lord ganesh goddess laxmi and other God and infront of tulsi maata
And moreover yahi sub dikhana tha to anupama doosri ki.shaadi kyon karwayi
