because with her english capability no good college will give admission

Cut off for college is high nowadays and requires good english knowledge

Has she done 12th or shes joining 12th class again instead of degree

Without passing 12th how she go college

In real life alost 95% colleges will reject anupama application for joining their college going by her knowldge of subjects or english

Some colleges provide english courses for their students drom vernacular medium. They learn on the go. I have had classmates from Hindi, Marathi, Gujrati and Urdu medium, they did well after the initial set back. One of my physics professor had studied from Marathi medium was not very fluent in English but was one of the best professors. Even countries like France and Germany accepts students from all over world, even if they not fluent or don't know French or German. Language is just a medium.

Don't know about Gujarat wahah ka kya education system hai but in our sude side university and college do provide both options to student either to give exam in hindi or English
